I've been wanting to make this mod for a long time!
Here you have it for free!
This mod completely removes the background elements from the minimap .ydd models, eliminating the need to delete all the minimap .ydd files from x64e.rpf. It gets rid of the ugly black background and sea tiles, while preserving roads.
Perfect for use with texture-based minimap mods such as this one:
S.A.R. Satellite Atlas Road Map
NOTE: This mod does not change the minimap .ytd textures, please use another mod like the one referenced above to change that. This mod solely modifies the .ydd models to remove sea and background geometry while keeping the roads visible.
Installation:
Copy minimap.rpf to mods/x64e.rpf/levels/gta5/

@Zsombor_99 beautiful 🤩 I use the one I linked but it will be the same. Install those map texture mods first and then mine. Or just ignore the minimap.rpf in their mod and use mine instead
@shifuguru Well, I tried to install your modified minimap.rpf file, but...
⚠ ERR_SYS_INVALIDRESOURCE_5
Corrupt game data. Please reboot, verify the game data, or reinstall the game.
This error pops up as soon as story mode loaded in. If I close this error window = instant crash. If I ignore the error window and try to pause the game = instant crash. The problem went away as soon as I restored my empty minimap.rpf file. 😖 My downgraded game version is "1.0.3411.0".
@Zsombor_99 thanks for letting me know, I'm about to upload a legacy compatibility patch, sorry I only tested on Enhanced, my bad!
@shifuguru No problem. I think nowadays it's better if all mods keep compatibility with Legacy as well (at least for a good while).
I'm using this↓ "16k satellite map", now the game works with your minimap.rpf, the mix feels a bit odd, I don't know what to say about it.
