Made a skin for Franklins jacket which attempts to re-create the IAA Jacket.

Installation Instructions:
1) Launch OpenIV and click Edit Mode
2) Go to x64v.rpf > models > cdimages > streamedpeds_players.rpf > player_one and put the file from the ZIP in there.
