- Open OpenIV
- Enable "Edit mode"
- Drag and drop files here:\Grand Theft Auto V\x64v.rpf\models\cdimages\streamedpeds_mp.rpf\mp_f_freemode_01

FIVEM:
Drop files from [FIVEM] to youre clothes 'stream' folder it'll replace the cloth in the base game.

Shorts are made as an "accs", so they don't need any extra texture.
