Figured it out, it was a conflict with one of the NVE optional mods, of which I'm not sure of the culprit. Thanks for your info anyways.
Upon closer inspection, the optional & scenario vehicles are functional. I cannot figure out why the ones from the required pack are not. I would appreciate any input if you might have an idea of what might be wrong @LcGodzila
When I install it and do as LcGodzila said, I can see the names of the addon vehicles in the spawn menu of the trainer, but when I try to spawn them nothing happens.
