I have found the solution,problem is in content.xml.
First:In content.xml appears "romosak" need change to "vbci",maybe can use chatGPT to help fix.
Second:In content.xml weaponarchetypes.meta、carcols.meta、carvariations.meta、caraddonContentUnlocks.meta、vbci_mods.rpf、weapons.rpf，must defined as annotation,and then mod can work!

Regarding the issue with the F-15C v1.5 version (the model cannot be generated), I have found the problem.
You can try to enter vehicles.meta in the f15c2 folder and search for "<txdRelationships>".
After deleting the following four lines, it should be able to run normally!
